Endorsement Policy
This POLICY TO ENDORSE is with reference to
the following:
- The PTA represents a diverse membership of port tenants
comprising many different land and water uses on the Port’s
Tidelands including, hotels, restaurants, marinas, parking lots,
offices, retail, yacht brokerages, boat repairs, ship repairs,
harbor excursions, non-profit and not-for-profit enterprises, cold
storage, as well as other land and water uses consistent with the
industrial, commercial, and maritime industries which do business
on the Tidelands;
- The policies of the Port District have a substantial impact
upon our membership. These policies are adopted by the Board of
Port Commissioners and may be influenced by the Port’s member
cities as well as the State of California. This POLICY TO ENDORSE
is based upon the recognition that it is in the interest of our
membership that this organization have the ability to make
endorsements of Port nominees and candidates for local and state
offices when appropriate to serve the interests of our membership.
ACCORDINGLY, this POLICY TO ENDORSE states as follows:
- If the Executive Committee, by majority vote, believes that a
Port nomination or impending election may have a material and
substantial positive or adverse impact on our members, the
Executive Committee would refer this recommendation to the Board
of Directors;
- If the Board of Directors, by majority vote, is in agreement
with the recommendation of the Executive Committee, the Board of
Directors will authorize the Endorsement Committee to interview
all credible candidates and report back to the Board of Directors
with their recommendation(s). Notwithstanding the foregoing, a
majority of the Board of Directors may, on its own motion and in
the absence of a recommendation by the Executive Committee,
authorize the Endorsement Committee to interview all credible
candidates and report back to the Board of Directors with their
recommendation(s);
- This POLICY TO ENDORSE permits the Board of Directors, after
receiving the recommendation(s) of the Endorsement Committee, to
endorse port nominees and candidates seeking local or state
offices if (1) the nominee/candidate stands above all others in
supporting the goals and objectives of this organization, and (2)
the endorsement is supported by 70% of the Board of Directors
present at the meeting.
In considering whether to endorse a nominee/candidate, the Board
should consider all relevant information including but not limited
to the following:
- The candidate supports the Trust purposes of the Port Act
which balances the promotion of commerce, navigation, fishing and
public access on the Tidelands.
- The candidate supports the Board of Port Commissioner Real
Estate Policy 355.
- The candidate understands how the working waterfront tenants
play an important role in the county’s national defense because of
the ship-building and ship repair businesses.
- The candidate has sufficient time to serve in this position.
- The candidate understands the water-dependant businesses and
their commitment to preserving the industry’s positive
contributions to the region’s economy.
- The candidate will be able to regularly participate in the
decision-making process of the elected body without having to be
frequently recused for conflicts.
- The candidate understands the Port tenant’s commitment to
protecting the environment.
- The candidate has a working knowledge of the Port District.
- The candidate will support policies that will encourage
tenants to invest in their businesses, increase employment and
encourage lending activity on the Tidelands.
- The candidate understands what role the Port tenants play in
the neighboring communities such as sponsoring community outreach
and public education programs.
- The candidate has a reasonable chance of being
selected/elected.
Procedure for submission of a candidate:
If an SDPTA member has a candidate that they would like the
Executive Committee to consider, they should ask the candidate to
mail their biography and resume along with a cover letter to SDPTA

If a candidate
requests an interview with SDPTA, the Staff will ask the candidate
to mail in their biography and resume along with a cover letter.
The Executive Director will hold the perspective candidate’s
candidacy information and present it to the Executive Committee for
consideration at their next upcoming meeting. |
