San Diego Port Tenants Association

General Policy Guidelines

The two underlying objectives of the SDPTA are to:

  • Collectively represent and promote a united forum of port tenants.

  • Advance and promote the common and mutual business interests of its members.

Keeping those objectives in mind, the SDPTA is occasionally called upon to take a position on issues involving the Port District and its tenants.

While exceptions may be made by a majority vote of the Board of Directors, the following guidelines will apply:

  • The SDPTA will not represent the individual tenant in lease negotiations with the Port.

  • The President may provide information to the tenant of relevant issues which the
Association or other tenants have been able to resolve in the past and refer him to members which might be willing to share information.

  • If an individual tenant has an issue which is universal to other tenants of the same category or to all tenants, then the President may raise the issue at to the Board to determine the appropriate action.

  • If an individual tenant is having a problem with having the Port respond properly or in a timely fashion to a request, the President may make inquiries of the Port and assist in the solution of the problem.

  • When a issue arises that involves competing interest among tenants, the Association will not take a position which is to the benefit of one tenant over the other. As noted in the opening paragraph, exceptions to this guideline may only be made by a majority vote of the Board of Directors.

  • If the Port District determines that there is a need for more facilities of services which dilute an existing market or for which there is no new market, then the Association should assist the affected tenants.

  • The Association should also encourage the Port to give existing tenants the opportunity to expand their services before bringing in a new tenant.

  • Before the Port invests public moneys into facilities, it should seek private investment, so that the Port itself does not compete with tenants.
